302.5E1 Superintendent's Evaluation Procedures

The primary purpose of the Superintendent's evaluation is the improvement of performance. The essence of performance evaluation requires the Board and Superintendent to address what the Superintendent is attempting to accomplish, to assess how well the Superintendent is doing, and to define the areas and priorities for improvement. Performance evaluation should be formative in that it provides for growth. It may, however, be used in a Summative manner to consider contractual issues. An effective evaluation process should provide the foundation for a good Superintendent-Board relationship.

Late summer        

The Board and Superintendent mutually agree upon a set of board/superintendent goals for the upcoming school year.

Fall                                                                                

The Board and the Superintendent review progress on the board/superintendent goals and any other job performance issues. A copy of the minutes from the closed session will be placed in the superintendent’s personnel folder.

Late winter/early spring                                                                                                                                                                                                                                                                           

Individual board members complete the entire formal superintendent summative evaluation instrument. The board chair tabulates the individual responses into a single document. The board chair shares the results with the entire board. The board then determines the board’s official written document(s) that will be shared with the superintendent. The board chairman shares the official written document with the superintendent several days prior to the closed session with the entire board. A copy of the summative evaluation is placed in the superintendent’s personnel folder. Iowa law requires that notification of a board’s intent to terminate the contract of a superintendent occur by May 15.

End of the school year    

The Board and Superintendent review progress on the board/superintendent goals and any other job performance issues. A copy of the minutes from the closed session will be placed in the superintendent’s personnel file.

 Late summer

Return to the beginning of the cycle.
