Policy 202.1 - Board Officers

BOARD OFFICERS

PRESIDENT
The President of the Board of Directors shall preside at all of its meetings; sign warrants, drafts, and all orders drawn on the Board Treasurer as provided by law; sign all contracts made by the Board; and appear on behalf of this corporation in all actions brought by or against it, unless individually a party to an action, in which case this duty shall be performed by the Secretary. The President has the authority to sign school district warrants by use of a signature stamp if an original signature is not required.

The Board President shall consult with the Superintendent on the development of the agenda items for future meetings. The Board President may appoint, with the approval of the Board, a Policy Review Committee. The Board President shall also be responsible for the development of an annual board evaluation program.


VICE PRESIDENT OF THE BOARD
In the absence of the Board President at a regular or special meeting, the Vice President shall perform all duties required of the Board President.


SECRETARY OF THE BOARD
It shall be the responsibility of the Board to annually appoint a board secretary.

A board secretary may be appointed from employees, other than a position requiring a teaching certificate, or from the public at the Board meeting held each year after July 1 and no later than August 15 to serve a one year term of office. To finalize the appointment, the Board Secretary shall take the oath of office during the meeting at which the individual was appointed or no later than ten days thereafter.

It shall be the responsibility of the Board Secretary, as custodian of school district records, to preserve and maintain the records and documents pertaining to the business of the board; to keep complete minutes of special and regular board meetings, including closed sessions; to keep a record of the results of regular and special elections; to keep an accurate account of school funds; to sign warrants drawn on the school funds after board approval. The Board Secretary has the authority to sign school district warrants by use of a signature stamp if an original signature is not required. The Board Secretary shall also be responsible for filing the required reports with the Iowa Department of Education.

In the event the Board Secretary is unable to fulfill the responsibilities set out by the Board and the law, the secretary to the Superintendent shall assume those duties until the Board Secretary is able to resume the responsibility or a new board secretary is appointed.

The Board Secretary shall give bond in an amount set by the Board. The cost of the bond will be paid by the school district.


TREASURER OF THE BOARD
It is the responsibility of the board to appoint a treasurer. The board may appoint a treasurer from its employees, other than a position requiring a teaching certificate, or from the public. To finalize the appointment, the treasurer will take the oath of office during the meeting at which the individual was appointed or no later than ten days thereafter.

It shall be the responsibility of the Board Treasurer to oversee the investment portfolio, to receive funds of the school district, to pay out the funds for expenses approved by the Board, to maintain accurate accounting records for each fund, to report monthly regarding the investment portfolio and the status of each fund and to file required reports with the appropriate state agencies and other entities.

If the Board Treasurer is unable or unwilling to carry out the duties required, it shall be the responsibility of the Superintendent to carry out the duties of the Board Treasurer.

The Board Treasurer shall be bonded in an amount set by the Board. The cost of the bond will be paid by the school district.
