Call to Order: Board President Dorene Scheffel called the regular meeting to order at 6:30 pm. At roll call, the following board members responded as present: Ms. Adkins, Mr. Stoufer, Mr. Weilage and Mrs. Scheffel. Mrs. Bruun, Mr. Hendrix and Mr. Livingston were absent.

Administrators: Dr. Mark Schweer, Dave Black, Jeff Carper, Dale Kreher and Kent Stopak

Guest in attendance: Janet Flynn, Krystal Sidzyik and John Sinovic

Approve Agenda: Mr. Stoufer moved, seconded by Ms. Adkins, that the agenda be approved as presented. Discussion: None Carried: 4-0

Commendations/Good News:
• The Superintendent’s MVP award went to Janet Flynn for assisting a choking victim at Titan Hill.
• HS Jazz Band at Iowa Jazz Championships
• Ava Bussey and Kylie Sharp received 2nd place and 3rd respectively in the Recycle Center Poster Contest. Their artwork will be featured on the recycle truck for a year and the school gets award money for extra art supplies!
• Lewis Central won nine of 19 events and claimed its third straight boys team title in the C.B. Relays at Wickersham Stadium.

Consent Agenda: Mr. Stoufer moved, seconded by Mr. Weilage, that the consent agenda be approved as presented. Discussion Items
7.01 Approval of Bid for Concession/Restroom Building
We received six bids for the Concession/Restroom Building. Prairie Construction was the low bidder at $513,000. BVH is recommending we award the bid to Prairie Construction.

7.02 Approval of 2017-2018 Budget & Tax Levies
Lewis Central Community School District is required to file its budget for the fiscal year ending June 30, 2018 with both the State of Iowa Department of Management and the Pottawattamie County Auditor no later than April 17, 2017.

On Thursday, March 9, 2017 a notice of public hearing to be held on March 20, 2017 was published in the Council Bluffs Nonpareil. We have confirmed publication of Department of Management – Form S‐PB‐6, which included not only notice of the hearing taking place, but also the total resources and requirements for the district, and closed with the property tax rate (per $1,000 taxable valuation) of $12.34584.

Since publication, no comments, protests or other communication – written or oral, have been received by the Business Manager.

The overall levy rate of $12.34584 is a decrease from the previous year levy of $12.40230. The proposed decrease in the levy rate is .056460.

7.04 Open Enrollment-Out Application (Closed Session)
At 6:50 p.m. Mr. Stoufer moved, seconded by Ms. Adkins, that the Lewis Central Board of Directors to move into Closed Session per Iowa Code Section 21.5(1) (a) To review or discuss records which are required or authorized by state or federal law to be kept confidential or to be kept confidential as a condition for that governmental body’s possession or continued receipt of federal funds. Discussion: None Carried: 4-0

At 7:09 p.m. Mr. Weilage moved, seconded by Ms. Adkins, that the Lewis Central Board of Directors return to Open Session. Discussion: None Carried: 4-0

Action Items
9.01 Approval of Bid for Concession/Restroom Building

Mr. Weilage moved, seconded by Ms. Adkins, that the Lewis Central Board of Directors approve the bid from Prairie Construction in the amount of $513,000 for the Concession/Restroom Building. Discussion: None Carried: 4-0

9.02 Approval of 2017-2018 Budget & Tax Levies
Ms. Adkins moved, seconded by Mr. Weilage, that the Lewis Central Board of Directors approve the proposed levies and adopt the 2017‐2018 budget as presented and published, with direction that the board secretary file the adopted budget and levies in a timely manner (no later than April 17,2017) with both the State of Iowa Department of Management and the Pottawattamie County Auditor. 9.03 First Reading of Several Policies
Mr. Weilage moved, seconded by Ms. Adkins, that the Lewis Central Board of Directors approve the above referenced policies on first reading. Discussion: None Carried: 4-0

9.04 Open Enrollment-Out Application
Mr. Stoufer moved, seconded by Mr. Weilage, that the Lewis Central Board of Directors deny the open enrollment out application. Discussion: None Carried: 4-0

7.05 Superintendent Evaluation (Closed Session)
At 7:14 pm, Mr. Stoufer moved, seconded by Mr. Weilage, that the Lewis Central Board of Directors enter into closed session per Iowa Code 21.5 1 (i)….A governmental body may hold a closes session to “evaluate the professional competency of an individual whose appointment, hiring, performance or discharge is being considered when necessary to prevent needless and irreparable injury to that individual’s reputation and that individual requests a closed session”.
Discussion: None Carried: 4-0

At 7:43 p.m. Mr. Stoufer moved, seconded by Mr. Weilage, that the Lewis Central Board of Directors return to Open Session. Discussion: None Carried: 4-0
